Jan 24, 2016·4 things needed for explosion. Fuel vapors, ( not liquid fuel) enough oxygen for propagation, an enclosed space and an ignition source. I don't know percentages but I would think that a fire would be more likely on a first hit from shrapnel as opposed to aphe.
